Affordable Care Act

The Affordable Care Act (ACA) was enacted in March of 2010 and has 3 primary goals

  • Make affordable health insurance available to more people. The law provides consumers with subsidies (“premium tax credits”) that lower costs for households with incomes between 100% and 400% of the federal poverty level.

  • Expand the Medicaid program to cover all adults with income below 138% of the federal poverty level. (Not all states have expanded their Medicaid programs.)

  • Support innovative medical care delivery methods designed to lower the costs of health care generally.

 

ACA affects the benefits department in a number of different ways

  • Employees who average 30 hours or more within a year period will become eligible for Medical Benefits only

    • We look at all non benefits eligible employees during open enrollment to see if they’ve worked the average of 30 hours or more within the year

    • We also review new hires on a monthly basis to determine if they have worked the average of 30 hours within a year based within their anniversary.

  • Employees who are identified as having worked an average of 30 hours or more within a year period will be able to enroll in benefits through a paper form. Click below for process document

  • CCS is responsible for providing 1095C form to employees each year by the end of March. This statement is similar to a W2, except it is for health coverage. It provides the IRS with the months of coverage for employees and dependents. See example below. Once these files have been processed, we also send an electronic file of coverage directly to the IRS.
